Mission Statement

We build philanthropic capital to enhance and preserve the quality of life in Culpeper, Fauquier, Madison and Rappahannock counties and to strengthen the region’s nonprofit organizations.

Overview

Here at the Northern Piedmont Community Foundation, we work with ordinary citizens with extraordinary visions to make a better life for their families, neighbors, friends and fellow community members – both now and for future generations. Created in 2000 to serve a four-county area of Virginia known as the northern Piedmont, previously unserved by a community foundation, we stand today with assets exceeding $11 million. We are guided by a board comprised of community leaders and a staff with longstanding roots in Culpeper, Fauquier, Madison and Rappahannock counties and decades of nonprofit experience. We offer our donors experience, local insight and the highest level of management efficiency.

Program 1
Title:	Community Assistance Grant Program
Description:	Letter of Inquiry Due January 23 Approved Applications Due February 14 The Community Assistance Grant program invites proposals for projects from 501 (c)(3) nonprofits that have been in operation for at least three years, and who deliver services within Fauquier, Rappahannock and northern Culpeper counties. Community Assistance Grants are allocated for program services as well as general operating support. These grants can provide unrestricted funding to help support and maintain an organization as it pursues its mission. This type of grant is flexible and gives the grantee the ability to use the funds where they are most appropriate and will have the largest community impact. Community Assistance Grants may also fund specific program or project needs that are immediate in nature and address or alleviate hardship. We encourage collaborative proposals that build and develop community resources and partnerships. Award amounts generally range from $5,000 to $25,000.

Title:	Meade M. Palmer Memorial Fund
Description:	Application Due January 11 The Meade M. Palmer Memorial Fund conducts a broad-based grant-making program, which provides vital funding for all aspects of community well-being. Resources are concentrated geographically to preserve and enhance the quality of life to residents of Culpeper, Fauquier, Madison and Rappahannock counties. Award amounts generally range from $500 to $2,500.

Program 4
Title:	Patricia and Nicolaas Kortlandt Memorial Fund
Description:	Application Due July 15 Patricia and Nicolaas Kortlandt were community-minded people who lived in Fauquier County for over 50 years and supported Fauquier through their farm and service to civic organizations and schools. Both Patti and Nic were adamant volunteers. The Patricia and Nicolaas Kortlandt Memorial Fund invites proposals for projects that strengthen the fabric of the counties we serve (priority is given to those charities that Mr. Kortlandt requested that we consider first) and that represent the diverse interests of Patricia and Nicolaas Kortlandt. Award amounts generally range from $500 to $10,000.

Title:	Richard Lykes Rappahannock Community Fund
Description:	Application Due October 15 A bequest from long-time Rappahannock resident Richard Lykes enabled the Northern Piedmont Community Foundation to create the Richard Lykes Rappahannock Community Fund, which is focused on improving the quality of life in Rappahannock County. Title:	Gordon Thornhill Excellence in Youth Foundation Grant
Description:	Application Due October 15 The Gordon Thornhill Excellence in Youth grant supports non-profit organizations for sports and agriculture related enrichment projects for the youth of Rappahannock County. Award amounts generally range from $500 to $5,000.

Title:	The Agnes Cunningham Brown Memorial Scholarship
Description:	This scholarship was established to honor Agnes Cunningham Brown. One scholarship will be awarded to a senior graduating from Culpeper County High School or Eastern View High School. Successful applicants should demonstrate academic excellence, have community service experience, and display leadership and initiative. Students should demonstrate financial need. This $3,000 award is eligible for renewal for all four years provided the student maintains a grade point average of 3.0 or higher and submits transcripts annually.

Title:	Celebrate Education! Ruth Lea Davies
Description:	The Celebrate Education! Ruth Lea Davies Fund provides financial assistance to outstanding Culpeper County public and private school teachers to enable them to participate in conferences, seminars, workshops or cultural programs to further their professional development. Financial assistance is also available for necessary school supplies or to sponsor a speaker to present at the teacher’s school. This $500 award is presented to a recipient whose professional excellence demonstrates the highest teaching standards and leadership.

Program 9
Title:	Culpeper Rotary Foundation Scholarship for Two Year Degree
Description:	Established by the Rotary Club of Culpeper. Qualifying applicants must show a desire and aptitude to succeed in their college career. Applicants must be a resident of Culpeper County and have been accepted at an accredited post-secondary institution such as technical school, trade school, certificate program or 2-year college or university. Applicants must demonstrate a financial need for the scholarship. Preference is given to applicants who demonstrate community involvement and volunteerism. This is a one-time $500 award.

Program 10
Title:	Culpeper Rotary Foundation Scholarship for Four Year Degree
Description:	Established by the Rotary Club of Culpeper. Qualifying applicants must show a desire and aptitude to succeed in their college career, and must be a resident of Culpeper County. Applicants must plan to enroll in a 4-year institution, and must demonstrate a financial need for the scholarship. Preference is given to applicants who demonstrate community involvement and volunteerism. This $1,000 award is eligible for renewal for all four years provided the student maintain a grade point average of 2.5 or higher and submit transcripts annually.

Title:	The Culpeper Wellness Foundation Health & Wellness Scholarship
Description:	This scholarship was established by The Culpeper Wellness Foundation to benefit students of any age who are residents of Culpeper, Madison or Orange counties. Applicants must be accepted into a health or wellness-related certificate or degree program at Germanna Community College. All health fields will be considered. Applicants should demonstrate good academic standing, have community service experience, possess an academic record that displays leadership and initiative, show a commitment to their chosen field of study, and demonstrate financial need. This is a one-time $1,000 award.

Title:	The Ina Kate Carter Scholarship
Description:	This scholarship in honor of Ina Kate Carter will be awarded to a female senior graduating from Culpeper County High School who has also participated in Varsity athletics. Qualifying applicant must show financial need and be in good academic standing. A one-time $500 scholarship will be given.

Program 13
Title:	The St. Luke’s Foundation Scholarship Fund
Description:	The St. Luke’s Foundation Scholarship is open to seniors who are residents of Culpeper, Fauquier, Madison, or Rappahannock counties, and are alumni of any private school in Culpeper County, VA (although priority is given to St. Luke’s alumni). The qualifying candidate should possess a minimum GPA of 3.0, demonstrate good academic standing, have community service experience and possess an academic record that displays leadership and initiative. Up to three scholarships are available for $1,000 – $2,000 depending on GPA. This award is renewable for all four years provided the student maintains a grade point average of 3.0 and submits transcripts annually to NPCF.

Title:	The Alice and William Johnson Foundation Scholarship
Description:	Alice and William Johnson strongly valued education and commitment to excellence. As Fauquier residents for more than 30 years, they desired to help students in their community. They felt strongly that one’s financial situation should not hinder their pursuit of the career of their dreams. Qualifying applicants must be seniors graduating from a Fauquier County public high school and must show a desire and aptitude to succeed in their college career. Award amounts vary.

Title:	The Debbie P. Hoysa Hokie Club Memorial Scholarship
Description:	Debbie Pearson Hoysa, a Fauquier native, graduate of Fauquier High School and Virginia Tech, was often quoted as saying the best four years of her life were spent in Blacksburg at Virginia Tech. Qualifying applicants must show active participation in FHS athletics and be accepted to and attend Virginia Tech. In an effort to honor her love for Virginia Tech, a $1,000 scholarship will be awarded.

Title:	Dr. Eric J. Maybach Memorial Scholarship
Description:	This scholarship was established in memory of a local family practitioner, Dr. Eric J. Maybach. Dr. Maybach treated countless residents of Fauquier County, and in his honor, a scholarship was created. Qualifying applicants must be a resident of Fauquier County, and must be pursuing a degree in the medical field. Award amount varies.

Title:	Fauquier County Chamber of Commerce Max Tufts, Sr. Memorial Scholarship
Description:	This scholarship was created in memory of Maximilian A. Tufts Sr. who was an energetic community volunteer. He was committed to many organizations including the Fauquier County Chamber of Commerce, Highland School, Fauquier Community Action Committee, Fauquier Human Relation Committee, Warrenton Rescue Squad, the Meadows Outdoors Foundation and the Airlie Foundation. Eligible to graduating seniors from any Fauquier County public or private high school. Two (2) $1,000 awards will be given.

Title:	The Gerry Henson Memorial Scholarship
Description:	Gerry Henson was as generous >and caring as they come, and was especially passionate about youth sports. He was the recipient of multiple Athletic Achievement Awards from Fauquier High School for his dedication and commitment to high school sports. A loving father and husband, his favorite thing to do was watch his two boys play sports. Whether it was at a baseball diamond or football field, Gerry could always be found leaning against the fence wearing a smile. In honor of Gerry’s memory, two $1,000 scholarships will be awarded to a Fauquier High School senior who will be attending Virginia Tech or Bridgewater College.

Title:	The Jimmy Pulchine Civility Scholarship
Description:	This fund is established in honor of Jimmy Pulchine, who was a football and strength training coach in Fauquier County for more than 44 years. This scholarship honors his memory and assists those showing particular aptitude and excellence in sports, community service and leadership. All students applying must possess the attribute of civility with great relationship skills. Eligible to students from Fauquier High School. One $500 scholarship will be awarded.

Title:	The Kathleen Hitt Mercado Memorial Scholarship
Description:	The Kathleen Hitt Mercado Memorial Scholarship Fund was established by her family in memory of a woman who taught in the Fauquier County Schools for 35 years. The purpose of the scholarship fund is to support a post-secondary educational scholarship for qualifying graduates of Fauquier High School who will pursue a mathematics degree. One $500 scholarship will be awarded.

Title:	The Laura Bagshaw Memorial Scholarship
Description:	The Laura Bagshaw Memorial Scholarship Fund was established in memory of a young woman who demonstrated the qualities of school spirit, athleticism, community service, compassion and leadership. The purpose of the scholarship fund is to support post-secondary educational scholarships for qualifying graduates of Fauquier High School. The recipient of this scholarship will be a well-rounded individual who participates fully in activities in school and his/her local community. One $500 scholarship will be awarded.

Title:	The Margaret M. Pierce Memorial Scholarship
Description:	This scholarship was established in memory of Margaret M. Pierce, a dedicated elementary school teacher and principal in Fauquier County who inspired many with her enthusiasm for education. This scholarship honors her memory >and assists those she loved – the students of Margaret M. Pierce Elementary School. Qualified applicants must have attended Margaret M. Pierce Elementary School and must be a candidate for graduation from Liberty High School at the end of the current academic year and plan to enroll in an institution of higher education in the continental United States the following academic year. Up to two $1,000 scholarships will be awarded.

Program 23
Title:	The Northern Piedmont Community Foundation Music Scholarship
Description:	This scholarship is for a graduating senior from a Fauquier or Rappahannock County public school who intends to seek a degree in Music at an accredited two- or four-year institution. An eligible student should be well-rounded and display initiative, motivation and leadership, and will compete at an audition held in the spring of their senior year. The scholarship is for $12,000 for four years ($3,000 each year), or $6,000 for two years, provided the student is still seeking a music degree and keeps a GPA of at least 2.7 the first year.

Title:	The Patrick Ryan Gay Memorial JMU Scholarship - Fauquier High School
Description:	Patrick Ryan Gay was a 2003 graduate of Fauquier High School and a 2007 graduate of James Madison University. In an effort to honor Patrick’s memory, a scholarship will be awarded to a Fauquier High School senior who will be attending James Madison University. One $15,000 scholarship will be awarded. The recipient will receive $7,500 for his/her first year of school, and $2,500 for subsequent years, provided the student is still at JMU and maintaining a satisfactory GPA.

Title:	The Patrick Ryan Gay Memorial JMU Scholarship – Kettle Run High School
Description:	Patrick Ryan Gay was a 2003 graduate of Fauquier High School and a 2007 graduate of James Madison University. In an effort to honor Patrick’s memory, a scholarship will be awarded to a Kettle Run High School senior who will be attending James Madison University. One $3,000 scholarship will be awarded.

Title:	The Patrick Ryan Gay Memorial JMU Scholarship – Liberty High School
Description:	Patrick Ryan Gay was a 2003 graduate of Fauquier High School and a 2007 graduate of James Madison University. In an effort to honor Patrick’s memory, a scholarship will be awarded to a Liberty High School senior who will be attending James Madison University. One $3,000 scholarship will be awarded.

Title:	The Paul S. Trible, Sr. Memorial Scholarship
Description:	Paul S. Trible Sr., a Fauquier native and graduate of Virginia Tech, was a local business owner and father of four Fauquier High School graduates. He was a devoted supporter of FHS athletic teams and sports medicine trainers. Paul loved sports, but he felt strongly that any athletic participant ought to give as much effort to his or her schoolwork as to his or her team. Qualifying applicants must be eligible for graduation from Fauquier High School, show active participation in FHS athletic clubs, and demonstrate that they spent their high school career learning as much as possible from classes and instructors. Award will range from $500 to $1,000.

Title:	The Pauline H. Bruce Memorial Scholarship
Description:	This scholarship honors Pauline Bruce, a woman who taught in both the Rappahannock and Fauquier public schools for more than 40 years. Qualifying applicants must show a desire and aptitude to succeed in their college career. One scholarship of $1,000 will be awarded.

Title:	The Robyn Teates Bixenman Memorial Scholarship
Description:	This scholarship honors Robyn Teates Bixenman and will be awarded to a student from Fauquier High School who plans to pursue a career in the field of nursing, music or veterinary medicine. Qualifying students must show a desire and aptitude to succeed in their college career. One scholarship of $500 will be awarded.

Title:	The Rodger H. Baker Scholarship
Description:	This scholarship is for a graduating senior of Fauquier County who plans to pursue a career in the health field at a 2 or 4-year institution. Preference will go to students pursuing a nursing degree, but all health fields will be considered. The ideal candidate will demonstrate good academic standing, have community service experience, display leadership and initiative, and show a commitment to their chosen field of study. Award amount varies.

Title:	The Rodgers Family Agricultural and Civil Engineering Scholarship
Description:	This scholarship is for a graduating senior from Fauquier County who intends to seek a degree in an agricultural-related field or in Civil Engineering at an accredited two- or four-year institution. The scholarship is for $10,000 for four years ($2,500 each year), provided the student is still seeking an agricultural or civil engineering degree and keeps a GPA of at least 2.7 for the first year and 3.0 for subsequent years. At least two scholarships will be awarded.

Title:	The Steve Athey Memorial Scholarship
Description:	The Steve Athey Memorial Scholarship Fund was established by the Athey family in memory of a man who was passionate about baseball and especially about building a baseball community in Fauquier County. Mr. Athey was instrumental in bringing the Fauquier Gators to the area. To honor his dedication to baseball, scholarships are awarded to seniors graduating from a Fauquier County public high school who participated in a varsity sport. Two scholarships of $1,000 will be awarded.

Title:	The Tyler Devers Memorial Scholarship
Description:	The Tyler Devers Memorial Scholarship Fund was established in memory of Tyler Devers, a 2016 Fauquier High School graduate. Tyler’s passion for business led him to compete at the local, state and national levels in Future Business Leaders of America competitions. The purpose of this scholarship fund is to support a post-secondary educational scholarship for qualifying graduates of Fauquier High School. The recipient must have been involved in the Future Business Leaders of America for at least one year, and have a minimum 2.8 GPA. Award amount varies.

Title:	The Cooley, Dearing and Rinker Foundation Scholarship
Description:	Qualifying applicants must show a desire and aptitude to succeed in their college career. Applicants must be a successful graduate of a public school in the City of Winchester, Frederick County, Rappahannock County or Warren County, and demonstrate a financial need. Award amounts vary.

Program 35
Title:	The Mary Beth Williams Memorial Scholarship
Description:	The memorial fund established in Mary Beth Williams’ name has the purpose of funding scholarships for higher education. Mary Beth Williams was killed in an automobile accident on May 14, 1997. She was interested in higher education and agriculture and the fund was established as a memorial to her and her dreams. Qualifying applicants must be residents of Rappahannock County, candidates for graduation from high school, demonstrate a financial need for the scholarship, and must be enrolling in a two or four-year accredited college or university. Preference will be given to applicants who are majoring in agriculture or a related field of study and or active participants in the Rappahannock 4-H program. Award amount varies.

Program 36
Title:	Vocational and Technical Education Scholarship
Description:	This scholarship is awarded to students pursuing a degree, certificate, or credential in a vocational, technical or trade education program. Examples of such programs include, but are not limited to, automotive technology, welding, industrial maintenance, commercial truck driving, masonry, carpentry, HVAC, plumbing, or diesel and heavy equipment repair. The award is for $3,000 and may be renewable for an additional year.

Title:	The Reverend Patrick L. Baudhuin Scholarship
Description:	This scholarship was established in honor of Reverend Patrick L. Baudhuin. Qualifying applicants must be a graduating senior from Mesabi East High School in Aurora, MN, and show a desire and aptitude to succeed in their college career. One $2,000 scholarship will be awarded. Scholarship may be renewable for up to three additional years provided the student submits transcripts.

Title:	Jason C. Heim Memorial Scholarship
Description:	The Jason C. Heim Memorial Scholarship was established in memory of a young man who was a 1998 graduate of Brentsville District High School;and had a wonderful artistic talent. This scholarship will benefit a graduating senior pursuing a major in art at any higher education institution and demonstrates a financial need for the scholarship. The student must be a candidate for graduation from Brentsville District High School. One $1,000 scholarship will be awarded.

Giving Opportunities

Opportunity 1
Title:	Outright Gift
Description:	Cash: You may establish a fund through an outright gift of cash. This is a simple and convenient way to give and receive tax advantages. Appreciated Securities: Gifts of appreciated securities are particularly attractive to donors. When you transfer ownership of the securities to the Foundation, you avoid capital gain on the appreciation. The Foundation is a public charity, meaning that it qualifies for the best available treatment under current tax laws and offers full market value deductions. Property: Some donors may also choose to contribute real or tangible property as the initial assets of the fund.

Opportunity 2
Title:	Bequest
Description:	You may start a fund through a bequest in your will. Some donors designate a specific dollar amount or a percentage of their estate. Others simply leave the remainder of their estate to the Foundation to create their named fund. Bequests are usually fully deductible for federal and state tax purposes.

Opportunity 3
Title:	Life Insurance
Description:	If you have a paid-up life insurance policy that you no longer need for your family’s protection, you might consider giving it to the Foundation to establish a fund. Such a gift would qualify for an income tax deduction. If the policy is not fully paid up, you may continue to pay the premiums and receive tax deductions for the amount of the premiums.

Opportunity 4
Title:	IRA and Retirement Plan Assets
Description:	You can name the Foundation as the designated beneficiary of a retirement plan such as your IRA, 401(k) or 403(b). This is an effective way to make a charitable gift since it will not be subjected to either estate or income taxes, which would happen if you left your retirement fund to someone other than your spouse.

Opportunity 5
Title:	Charitable Remainder Trust (CRT)
Description:	A CRT enables you to provide a lifetime income to yourself, your spouse or other beneficiary and provide the trust principal to the Foundation at your death. This principal is then used by the Foundation to create a permanent fund named for you or a loved one to carry out your charitable wishes forever.

Opportunity 6
Title:	Charitable Lead Trust (CLT)
Description:	A CLT enables you to provide current support to the Foundation through annual payments from the trust’s income for a period of years. These payments could flow into a permanent endowed fund named for you. Upon the termination of the trust, the principal would go to beneficiaries such as your grandchildren or others.

Opportunity 7
Title:	Private Foundation Transfer
Description:	For some trustees of private foundations, the demands of administering and making grants from a foundation can become burdensome. The assets of the private foundation can be transferred to the public community foundation, and a fund carrying the same name as the private foundation would be set up. The trustee could continue to be involved with the fund as an advisor but without any of the administrative headaches. The fund would also be relieved of excise taxes and other regulations.
